UK-EU summit on 20 November: what it means for supplements

The government wants the agreement in force by mid-2027. For supplement buyers in Great Britain it would mean EU health claims, EU novel food approvals and EU additive rules, with changes for CBD and titanium dioxide.

What happened

The second UK-EU summit will take place in Brussels on 20 November 2026, after the July date was postponed. Downing Street says the Prime Minister wants to cut costs and red tape for farmers and food businesses, including with a deal to align the UK with EU animal, plant and food health laws (the sanitary and phytosanitary, or SPS, agreement). The EU aims to conclude the SPS area as part of a package at the summit, and the UK government wants the agreement to take effect in mid-2027. The Conservatives have said they would scrap any deal that requires dynamic alignment with EU rules.

What it means for you

The agreement covers much more than border checks. According to the government’s list and legal analyses, it extends to food supplements, fortified foods, nutrition and health claims, additives, labelling and novel foods. If it goes ahead as planned, for supplements sold in Great Britain:

  • Health claims would follow the EU register again. The GB register started as a copy of the EU one in 2020, so most wording stays the same, but future EU and GB decisions would no longer drift apart.
  • Novel foods would need EU authorisation; GB-only approvals would stop applying. Lawyers point to CBD foods and supplements, which have no EU authorisation so far, as the most exposed category.
  • Additive rules would align: titanium dioxide (E171), still allowed in GB but banned in the EU and Northern Ireland, would be affected.
  • EU-wide maximum levels for vitamins and minerals, once the EU sets them, would apply too. Today the UK has none in law.

Separately, the FSA is consulting until 16 November on authorising 16 novel foods for use in food and supplements in England, Wales and Northern Ireland.

We will update our UK pages once the summit outcome and the legal text are known.
